Nr 445 is not a snowblower.
It's a road sweeping machine designed to blow away propaganda leaflets.
A secondary use is as a complement to water cannons to disperse protesters. A solid jet of water is very visible in photos but a stream of air (or hot air) is much less visible but removes people just as efficiently
